A character shrine is a small website dedicated to someone (usually a fictional character or a celebritiy) or something (like a book, a game, a movie or a song). Shrines provide in-depth information and multimedia about their topic. They are hobby websites and a fun way to pay tribute to a character while also providing a resource for other fans.
From TheFanlistings.org: "A fanlisting is simply an online list of fans of a subject, such as a TV show, actor, or musician, that is created by an individual and open for fans from around the world to join. There are no costs, and the only requirements to join a fanlisting are your name and country. Fanlistings do not have to be large sites (although some are); they are just a place where you can sign up with other fans. Fanlistings are just a fun idea of something to add to your site and a way to collect fans in one place. The concept was created to join together fans of certain subjects, as a way of creating tighter fandom communities."
